Sovereign AI for Canberra and Federal Government
Canberra is the centre of Australian federal government, defence, and national security operations. The organisations based here face AI requirements that no public platform can satisfy: PSPF compliance, ISM technical controls, national security classification handling, and the requirement that Australian government data never leaves Australian sovereign infrastructure. We build and deploy custom LLMs that meet these requirements.
Why Canberra Organisations Need Sovereign Private AI
The Australian Public Service, Department of Defence, and the national intelligence community operate under frameworks specifically designed to protect government information. The Protective Security Policy Framework, the Information Security Manual, and the Australian Government Cryptographic Evaluation Program all create requirements that public AI platforms fundamentally cannot meet. Sovereign private AI is not a preference for Canberra organisations, it is the only viable option.
PSPF and ISM Requirements
The Protective Security Policy Framework and the Australian Signals Directorate's Information Security Manual impose mandatory controls on the handling of government information. These controls explicitly restrict data from being processed by systems not under government or approved contractor control. A custom LLM deployed on sovereign infrastructure, with deployment architecture documented against ISM controls, is the only AI approach compliant with these frameworks.
National Security and Intelligence
The Australian Intelligence Community agencies in Canberra handle AUSTEO, AGAO, and releasable-to classifications that have no place on a public AI platform. Even for PROTECTED and OFFICIAL SENSITIVE information, the cross-border transfer controls in the PSPF mean offshore AI providers cannot be used without an exemption that is unlikely to be granted for operational information. Sovereign deployment inside a cleared facility is the appropriate architecture.
APS Policy and Decision-Making
APS agencies develop policy, provide ministerial advice, and manage public programs that are sensitive for different reasons: cabinet-in-confidence, electoral sensitivity, personal information of citizens, and the institutional knowledge of what actually works in Australian public administration. A custom LLM trained on your agency's policy knowledge and deployed inside your infrastructure supports the APS Values while enabling the efficiency gains that resource-constrained agencies need.

Public Service Knowledge Management
APS agencies suffer from the same knowledge loss problem as the private sector, amplified by the APS mobility norm where SES and EL officers rotate across agencies regularly.
- Institutional knowledge capture before SES and EL transitions
- Agency-specific policy history and program rationale retrieval
- Onboarding acceleration for new staff and secondees
- Cross-agency knowledge sharing framework support
International and Diplomatic Affairs
DFAT and agencies engaged in international affairs handle treaty obligations, foreign government correspondence, and trade policy documentation requiring sovereign handling.
- Treaty and international agreement obligation navigation
- Foreign government correspondence and briefing preparation
- Trade policy and FTA obligation retrieval
- Diplomatic protocol and cultural context guidance
Regulatory and Compliance Agencies
ACCC, ASIC, ATO, APRA, and other regulatory agencies have specific knowledge management needs around precedent decisions, compliance guidance, and enforcement frameworks.
- Regulatory precedent and determination retrieval
- Compliance guidance document navigation for regulated entities
- Enforcement action documentation and correspondence drafting
- Parliamentary and ministerial accountability documentation
How We Deploy for Canberra's Government Environment
Designed from the ground up for the security, accreditation, and procurement requirements of Australian federal government agencies.
Security and Accreditation Assessment
We assess your classification environment, PSPF obligations, and ISM control requirements to design a deployment architecture that can be presented for accreditation by your ITSM and CISO.
Cleared Knowledge Ingestion
Your policy documentation, guidance material, and organisational knowledge is ingested within your cleared environment. No information leaves your facility during this process.

Yes. PROTECTED-accredited deployment is achievable through a combination of deployment architecture aligned to the relevant ISM controls, an IRAP assessment by an ASD-endorsed assessor, and integration into your agency's accreditation process. The deployment must run on PROTECTED-certified infrastructure, typically within the agency's own data centre or on a cloud platform with a current PROTECTED certification from ASD. We provide the deployment documentation, ISM control mapping, and technical specifications required to support an IRAP assessment.
For SECRET and above environments, the appropriate architecture is a fully air-gapped deployment with no external network connectivity whatsoever. This means the LLM runs on hardware physically located inside your secure compartmented information facility, with all data staying within that environment. Model updates are delivered through your existing secure supply chain rather than over a network connection. We have deployed in environments at this classification level and can work with your cleared facilities team and security authority to design and implement an appropriate solution.
Custom LLM deployments for Australian government agencies can be procured through several pathways. For initial engagements, the Digital Transformation Agency's Digital Marketplace and the Commonwealth Government's ICT Procurement frameworks provide relevant procurement vehicles. For larger deployments, a Request for Tender process is appropriate. We are experienced with the whole-of-government procurement frameworks and can work within your agency's delegation thresholds. For agencies preferring a staged approach, an initial pilot under a lower-value procurement can demonstrate value before a larger rollout.
APS mobility is one of the most significant knowledge management challenges in the public sector. When an SES officer departs or transfers, they take with them the institutional memory of program decisions, stakeholder relationships, ministerial preferences, and the reasoning behind current policy settings. A custom LLM trained on your agency's policy documentation, briefing history, and program records creates a searchable institutional memory that survives individual transitions. Incoming SES officers can query the model to understand the history and rationale of programs they have inherited, dramatically reducing the ramp-up period.
For ACT government agencies and organisations operating under ACT legislation, the model can be trained on ACT Government-specific frameworks including the Human Rights Act 2004, the Information Privacy Act 2014, the Territory Records Act, the Crimes Act, and sector-specific ACT legislation for health, education, and housing. For Commonwealth agencies in Canberra, the model covers the full suite of Commonwealth legislation and administrative frameworks including the PGPA Act, the Archives Act, the FOI Act, and the Privacy Act. Both frameworks are maintained with regular updates.
As of 2025, there is no single whole-of-government procurement vehicle specifically for sovereign AI deployments, though the Digital Marketplace and various agency-specific ICT panels are available. We recommend agencies consider a two-stage approach: an initial proof of concept under a standing panel arrangement, followed by a larger deployment contract procured through open tender or a limited tender process from demonstrated suppliers. We can assist with the specification development for the second stage based on learnings from the proof of concept.
